Joining a scheduled event doesn't set up pre-event notifications #54

Expected Behaviour

Users joining an event that is already scheduled should receive a direct message 10 minutes before the start time as a reminder.

Actual Behaviour

No direct message is received.

Steps to Reproduce the Problem

Create a new event, schedule it, join it, wait for scheduled time to roll around.
