patch v0.3.27.44 with fixes from HEAD #172

[x] I updated the version in pyproject.toml and made sure it matches git describe --tags --abbrev=8 in OpenBLAS at the OPENBLAS_COMMIT
build on gitub for aarch64, move to macos-13
revert windows threading patches
avoid linking to libquadmath on windows

CI is passing. I wonder if a merge to maintenance/* will upload to scientific-python-nightly. I am not sure when CI sees the secret.ANACONDA_SCIENTIFIC_PYTHON_UPLOAD
