Looks like a deal where they support building on the Mac but they don’t currently do it themselves.
There’s a “FreeCiv GO” on the App Store that can also run on the Mac but it’s not clear what the relationship is to the main project. The version on the App Store is over two years old and at version “22.4.1”, the version on the site is “3.1.1” and was released last month.
