The DOF repo currently contains a mix of model-based architecture for the DOF methodology and document-based architecture that pre-dates DOF. To avoid confusion (about process and methodology definition) we need to pull the pre-DOF documents into their own repo that we can reference from DOF as needed but not confuse with DOF.
