New default observer behavior needs purging old config files #212

If we load up an already existing config.rc in the new set-up for observers, we may run into a KeyError in the config load-up because it is expecting an observer key.

A solution would be to either add it dynamically, or purge the config.rc for the user. I vote for the first alternative.
