Currently the photo device must be explicitely checked beforehand and have an ir device - else it is never checked during the photo tour
The user should explicitly opt into ir image taking and during the photo tour start the health is checked again.
Furthermore sometimes both imaging devices fail only in one trip and work in the next one. Restart should have a failure threshold of 2 before attempting to restart. This means one failure is free, but a restart is issued on the next one - if no successfull check has been made in the time between.
