i think you must press the button caps longer. .the line under the arrow will turn into blue. .so you can write uppercase only. #bad english
I think it's misunderstanding. I can write only with uppercase, when the caps key is pressed twice (or longer) the line under the arrow becomes blue. On attached screenshot is state after turning off the caps key and when I started writing lowercase. Take a look at t, u, f, v and the line under the arrow (caps is turned off).

sorry for my mistake. .im using gio. .and cm9 keyboard is fine. .
When I turn on and turn off "caps lock" function (when I want to write uppercase only) , keyboard layout is still shown with uppercase letters. When I tap on any letter, it becomes a lowercase. Please, take a look at attached screenshot.
