CompatHelper: bump compat for NLPModelsJuMP to 0.13 for package MadNLPTests, (keep existing compat) #353

This pull request changes the compat entry for the NLPModelsJuMP package from 0.12 to 0.12, 0.13 for package MadNLPTests. This keeps the compat entries for earlier versions.
