no nukes #9

What steps will reproduce the problem?
1. activate LEM (any newer version will do)
2. start a game
3. build a nuclear missile silo

What is the expected output? What do you see instead?
expected : silo starts to build a nuke
instead : nothing happens

What version of the product are you using? On what operating system?
Sorian 1.9.7/LEM 4.3, OS : XP/Vista

Please provide any additional information below (bug log, other installed
mods, etc).
the AI is able to produce nukes, a human player is not.

Unable to reproduce bug. Works fine for me.
