Moderation Commands #3

Add commands like the ones listed below to allow moderators to take actions against troublesome users.

/delete /mute /kick /ban

Banning and Kicking a member will require approval from an admin, meaning a mod will type the command and it will be put into an admin queue to handle and approve since the action is more severe.
