Add Tanuki's NS server. #9

Server should be addressable at ns1.sifnt.hype, pointing to fced:1353:20ab:9ff:f925:2a1f:4c3b:6afa. All other sifnt.hype domains should recurse through that NS server.

I made a bit of work-in-progress on a local branch, but it turns out that this won't actually work properly until certain bugs in Pymads are fixed. I tried to work around another way and ran into a current limitation of DJDNS. So one way or another, this is blocked on fixes elsewhere in the stack.
