Adds new Police Weapons:

• Taser (WEAPON_TASER2) - Now takes cartridges, capacity of 2, reloaded by item, limit of 5. Now does small amounts of damage.
• Police Pistol (WEAPON_PDPISTOL)
• Police Revolver (WEAPON_PDREVOLVER)
• Police Shotgun (WEAPON_PDSHOTGUN)
• Police SMG (WEAPON_PDSMG)
• Police Rifle (WEAPON_PDRIFLE)
• Police Carbine (WEAPON_PDCARBINE)

Added new ammo item:

• ammo_taser

Added new weapons to PD Armory

All new PD weapons except revolver come with flashlights attached by default.
