Automatic text processing of user-generated questions

Make all questions consistent:

• Add a question mark to the end if there isn't one
• Capitalise the first letter if not done already
• Change "what is" to "what's"

These are fairly simple text processing rules so can be scripted. Any more complex NLP may need to be done by a human.
