Add Vanguard Formation(警戒陣) in the formation label & Normalize the land-base capacity #5

  1. It could be recognized as '警戒陣' now which used to be shown as ‘6’ or null in the formation label.

  2. Since 2016 summer event, the land-base capacity has been changed to 18/4 planes while the maximum remains 12 in the plugin.

Thanks for that, I knew I needed to add it still, just hadn't gotten around to it. Though I'm going to change the formation name to go through the resource dictionary again instead of using toString() since I maintain the english version of KCV and the resource dictionary allows the plugin to support both EN and JP
