As a moderator/admin I want to be able to create counters and timers.

[ ] Twitch
- [x] Counters
- [x] Command to start counters
- [x] Command to remove counters
- [x] Command to reset counters
- [x] Command to set counters to specified number
- [x] Command to increase/decrease counters
- [ ] Timers
- [ ] Command to start a timer (timed messages. Repeated after x amount of time)
- [ ] Handle timers
- [ ] Command to stop timers
