Remove auto-running bootstrap code #415

Remove any auto-running bootstrap code from maglev-ruby and starting a stone.

When maglev-ruby process runs - it should not automatically try to run any bootstrap code (e.g. reloading primitives ...)

All bootstrapping should be done via separate commands.
