Change max song difficulty to 29 #110

Thank Roselia for making harder songs in the game

Changes: Changed MaxValueValidator to 29 instead of 28

can we raise it a bit more/remove the limit entirely? that way we don't have to mess with it again when CE releases 30+ diff songs. the code that renders the note icons should be able to handle it fine.

I'm fine with that. If we set a big number accidentally we'll quickly notice it with the little notes.
