Currently, users can select a background from the Background type of assets. But we are storing some things in Backgrounds that are actually just title screens that are also stored in official art.
Let's stop having duplicate images where they are not needed, and take advantage of the asset tagging system. Since the only official art tagged "Login" are title screens, let's add that to the selection of backgrounds for users too! We can then remove/replace the title screens in Background, keeping it a more accurate display overall!
