Instead of having to manually upload placeholder banners while we struggle with waifu2x, this code will now let the site swap in the placeholder banner as the top_image automatically instead!

Altered _event_gacha_top_image method to fallback to ANY image available before using the new default
Made Gacha and Event image null-able

magicollections.py

Combined multiple loops into 1, comments, etc.
