I believe this is a known issue. If I'm correct, it's caused because the landing gear are autostrutting past the robotic parts (they default to heaviest). I asked about this on the forums a few days ago and because the autostrutting on landing gear occurs in the base game code there isn't any way to turn it off.
As soon as I attach landing legs to the moving parts, the movement is completely broke, e.g. wrong axis and wrong angles. (in ksp 1.2.2)
