Insulin absorption rate is a magic number.
It is slightly different for everyone.
It's affected by activity. Running makes it higher.

Insulin itself doesnt absorb and react immediately. Instead, it has a ramp up time and a total absorption time. For example, insulin injected may not start having an effect for 15 minutes, while still needing 60 minutes to be fully absorbed, during which the rate of absorption could be modeled as being fairly linear. (its a little more complicated than that, but that might complicate playability). In Minecraft terms, this might mean a delay of 250 ticks after taking the insulin, and then an effect time of 1000 ticks, at a rate of 1% per 10 ticks.
