I think I found a way to fix this issue: I changed battery usage for the Play Store to "restricted" and then also restricted "modifying system settings". It's been two days and the detached apps didn't come back up yet

I have no option to modify the battery optimization for Google Play on OxygenOS. Same issue 🙃

I can now confirm my "fix" only works for two to three weeks.
