I met the same issue!After I have set ro.debuggable to 1 .The result is still 0 which show as bellows:

What is your ROM? I found the same issue in MIUI.

同样没找到，选5进去手动增加了ro.debuggable = 1之后，重启了，值还是0；

I met the similar question with my OnePlus Ace2. When I use MagiskHidePropsConf v6.1.2, I can't find "ro.debuggable" in "Edit MagiskHide props". But after I change the version to v5.3.6, "ro.debuggable" appeared!!! Hope this is helpful for you.
