Cannot login with users other than root and shell

[asdfugil]

I want to login as user u0_a169, I

• created /data/ssh/u0_a169/.ssh/authorized_keys
• chowned it to u0_a169:u0_a169
• chmod 600 it

But it still doesn't work

~ $ ssh u0_a169@192.168.0.108
u0_a169@192.168.0.108: Permission denied (publickey,keyboard-interactive).
