Add Fake PID to track max values #5

What steps will reproduce the problem?
1. Feature not implemented yet.

What is the expected output? What do you see instead?
Add a PID that cycles through max values for the car.
Such as:
Best Tank MPG or L/100km
Highest MPH
Longest Trip
Highest RPM
Other fun stats.

PIDs for max speed during TRIP/OUTING/TANK added in r190.
