the BuildPlaceEvent can not be cancelled #19

It's the same as the title says. The event was indeed canceled (use isCancelled method will return true), but the structure was still generated.

This problem should be fixed after 86a76a2a90b704bccedc7454de00728020c4a3bc (v1.5.0).
