Logs central monitoring compatible with systemd #42

Since systemd likes to make things incompatible, rsyslog might not be sufficient.

Need a way to collate log data to central server in ~realtime like rsyslog used to do. Might need both, whatever systemd counterpart is + rsyslog.

settings in the usual /etc/seedbox/ path. Default ought not be set // disabled.

This is needed for admin purposes to check and monitor for issues in large numbers of servers at once.

Issue #44 might resolve this as well
