Deluge config from main nginx to user lighttpd instance #7

Currently it's set separately in nginx -- this can cause issues sometimes.

It should be essentially exactly the same as qBittorrent for example.

Transition period required, perhaps 1 or 2 years both configs living.

So essentially add config to have /user-USERNAME/deluge as well in lighttpd.conf, redirect nginx path to that (301) and it's done.
