Consider total hand cost when making decision about formal tempai #64

Currently we only calculate amount of doras, but we should consider possible yakus and amount of riichi-bets on the table, too. For example with 1-shanten hand for tanpin sanshoku ippeiko we should go for formal tempai later than with 1-shanten to pinfu.

А еще хорошо бы для ишантена считать потенциальную стоимость руки через ukeire2, а не просто по числу дор.
