Reconfigure linting on the entire project

Reconfigures the linting used for the entire project. These are the most important changes:

• Nukes Prettier and Replaces it with some standard ESLint configs (the most important being made for single line imports)
• Adds commas as the required delimiters in types
• Adds semicolons as the required delimiters for statements
• Upgrades all ESLint libraries
• Reconfigures and fixes the commit hooks that are runnable

@ValsiRod this is entirely configurable, but was a choice of mine. I find that those extra delimiters really help recognizing where one expression / statement ends and another begins.
