Zooming uses current mouse position as focus point

Issue: #851

Description

Resolving: Zooming centers on the middle of the map rather than using the current mouse position as the focus point.
codeMapMouseEventService tracks the cursor position.
cameraZoomFactorEffect directs the camera toward the cursor position with each zoom action.

Definition of Done
