Fix the bug that causes the UI shifting in the search panel

Issue: #3646

Description

Added CSS rules to prevent the unwanted checkmark from appearing in the blacklist button.
Verified that the UI remains stable with no unwanted shifts or enlargements.

Definition of Done

A PR is only ready for merge once all the following acceptance criteria are fulfilled:
