The priority for this issue at migration was Major.

Original description: 
Using a XHTMLPanel in a FSScrollPane and loading an html page with
XHTMLPanel.setDocument displays the top lines of the page even if 
the URI which specifies the location of the html page contains a
fragment identifier. Clicking on a link in the page which uses the
same fragment identifier navigates to the right section of the page.
So why isn't this section shown after calling setDocument?
