Allow per-world app mods. #17

The use case is this (comment on Sapien Hairstyles):

If I want to cater to this audience, I essentially have two options:

  1. Create duplicate releases of all my mods, one of them for App, one for World.
  2. Never create app mods (unsavory for things that most people want for every world).

Allowing App Mods to be toggled on per-world seems like the perfect middle ground?
