Add constant stage offset to all added added parts. #20

Since this plugin fixes so many annoyances in KSP, I though I would suggest one more.

Sometimes when designing an asparagus stage rocket, the default stage of new parts added to the rocket in the VAB is one too high or 2 too low, or something like that.

It would be nice to have a ticker which I could increase to tell KSP to just add some constant value to that number for all new parts added.
