It would be quite nice to allow the drills to be toggled on and off from EVA - I made the mistake of having too little power on a lander, and after dilligently sending down a Kerbal to fix the problem, I realised the he wasn't able to disable the drill.
I've looked at the RemoteTech code to see how it's done, and the only reference to EVA I can find appears to be externalToEVAOnly in the KSPEvents. I'll have a look at attempting to add these and compiling it myself to see if it works.
