With the "Spaces -> Space View" setting disabled, the folder note gets opened when you click a folder that has one, but if the folder doesn't have any, nothing gets opened and no option to create a folder note gets suggested, forcing the user to turn that setting back on to create the folder note. (At least this is the behavior that I'm observing, I may be overlooking something.)
