Scrolling should *more* cleverly choose between scroll-by-CU and page scroll #183

For example: a page has two CUs, and there is a lot of space between them (where there is no CU for some reason). Now, if I press 'j' when the first CU is selected (and I have reached its bottom), I should not suddenly jump to the second CU. I should be able to scroll through the content in between the two CUs, jumping to the second CU only once it (its top part) is visible in the viewport.
