re: license. If you want something GPL style - Gnu Affero GPL is probably the thing. If you just want to go do wtf you want: MIT http://choosealicense.com/
Not sure on the policy stuff. I'm guessing theirs an OSS startpoint somewhere but I don't know it. :(

considering liberal use of service, AGPL seems most appropriate - allow anyone to use code-base & data (extractable via Open/Libre API), provided changes/enhancements are contributed back to Commons
