buildsystem: Update to Third Release of GCR_CMake #30

Update to the new Third Release of the submodule GCR_CMake. Now the resource building really depends on the input files, so the resource file isn't built everytime the makefile is invoked, but only when something changes in resources.

Fixes #27.
