Debian and Ubuntu installation instructions #75

This ELPA package is now available from the Debian and Ubuntu package repositories.

Thanks for making it available! While I appreciate the effort (and I have nothing against making this an apt package), my official recommendation is for people to install from Elpa. I fear adding an Ubuntu/Debian section will lead people to think that apt is the preferred installation method for those systems, so I think I prefer not to add that in.
