Thanks for reporting, but I don't think it's still alive. Their latest upload is from 2010 (at least that's what's on their RSS feed).
From what I understand, http://elpa.gnu.org/packages/ was created to replace it once package.el became an official part of emacs.
Ah, you are right about being dormant. Otherwise the GNU ELPA repo is not meant as replacement for it includes only FSF signed and approved packages.
This is the original ELPA, seems still alive:
