When there is a dangerous weather alert for my area, I want to know about it so I can prepare!
WHERE
If the user's location is in the affected area when the dangerous weather alert banner is active, show it on all pages
Move content below the banner.
WHEN
If Orange or yellow warning only
As long as the alert is active
If there are other warnings active, stack them, keep the red once on above others
WHAT
Show banner as long as it is active
If tapped, show the weather alert detail page (not part of this story)
The banner should show what type of dangerous weather (etc Heavy rain) and what level it is.
If swiped left, the yellow and orange banner can be closed. The icon in the header should still show, this is just the banner.
Note that when stacking banners they are stacked in order of Most severe on top, and then sorted by orange and yellow underneath.
