Showing old forecast after network failure #166

On network failure, all places seem to show whatever forecast was successfully loaded.

How to reproduce:

Bring up an emulator, and show a random location (successfully)
Turn off network on your computer
Search for another location
- The new location shows, but with a valid-looking forecast, instead of a network error message.
- After a while, the screen shifts to show the network error message.
