refactored location and alerts lookup tasks
combined them
upon successful location lookup the task now looks up alerts
rationale is that the alert lookup depends on the location anyways
no point in having two separate tasks

Looks good. Also maybe comment out usage of the task in index.js, as pr.discussion today? And maybe delete alerts.task.tx, since its not used anymore?
