Break tweet formatting into new file/function #6

put all the formatting code in one place, currently its spread out. formatting steps: -strip whitespace -convert to ascii -delete urls -remove mentions? -length?

Completed for the most part, Some formatting is still sometimes done outside, will be removed if the code undergoes major refactoring.
