Listen to me boys, I have got this problem for 3 months (trust me, I almost
wanted to factory reset my Samsung S3) but I finally fixed it (XDDDDDDDDD)! You
want the solution in a step by step basis. This is it. #1 marco.de…@gmail.com
helped me fixed the problem although some of you don't know. Here are the steps
(follow my way and it will be seconds before you buy your first game):

1. Set up your own personal Gmail account (your own one not some working or
education account because that is the thing that causes this error. For mine,
it will be education).

2. After setting up that account, go to google wallet (google it).

3.At google wallet, insert your email and everything, please remember not to
key in wrongly.

4. After you set up your google wallet, go to your phone and add an account to
it.

5. After doing that. Switched your google play and play games account to your
newly created personal account.

6. Delete your own previous account (the one you used before adding in your new
account) in settings.

7.Go to your play store to buy whatever thing you want. For me, it was a game
that offers in-app purchases so if yours is too, follow what I say. Go to that
game, switched that account in the game to your new one and then buy!

8. Ahhhhhh, it is that error again! Will be most probably what you guys are
thinking when you see that white rectangle with a loading in it but wait a
little while more for it to load finished and you will be rewarded with your
hard work.

How mine looks like after problem was solved:
