Combined Build and Release workflow #251

This commit combines the build and release workflows, ensuring that future releases always use the up-to-date build process.

It consists of two jobs:

The build job, which builds DFR and determines if a release should be made
The release job, which creates a release

Release behavior is unchanged, with the following exceptions:

The release job uses the artifacts generated by the build job instead of re-building DFR.
The filename of the release now includes the version number.
