API Quota not resetting #43

User reported quotas may not be resetting

Found the problem:

    CREATED: 2019-10-07 01:22:38
    LAST_ALTERED: 2019-10-07 01:22:38
    LAST_EXECUTED: NULL
    EVENT_COMMENT: RESETS userbase API limits

Looks like the DB event to reset limits wasn't running. I've restarted the scheduler and will leave this ticket open until tomorrow so I can verify it ran
