Toggle skinnable map layers

Story

• As a website admin

• I Want to add layers to the map (containing, e.g migration arrows)

• So That contextual information beyond just location can be provided

Acceptance Criteria

NB, this is just the proof of concept -> adding these images and determining exactly how they get displayed/not displayed is for a followup

1. Given there exists an image with arrows that is in exactly the same projection as the map
   • And the map does not currently show the image
   • When I click the "show image with arrows" toggle
   • Then the layer is shown
2. Given the layer is currently shown
   • When I click the "show image with arrows" toggle
   • Then the layer is hidden
